Supporting Armada Property UK on Devon’s ‘Hotels to Homes’ Transformation

A Project By: SL Quantity Surveying (SW) Limited

At SL Quantity Surveying (SW) Limited, we take great pride in supporting projects that not only deliver commercial success but also create lasting value for local communities. One such project is our recent involvement with Armada Property UK on a landmark Hotels to Homes development in Devon – a scheme that demonstrates how thoughtful regeneration, strong collaboration, and robust commercial management can unlock the potential of under-used buildings.

This project involved the transformation of an underutilised hotel into a collection of high-quality one and two-bedroom apartments, designed to meet modern living expectations while making the most of the site’s exceptional setting. Nestled within the surrounding hills and benefiting from far-reaching views across the bay, the development combines contemporary design with a strong sense of place.

Breathing New Life into an Under-Used Asset

Across the South West and beyond, Hotels to Homes schemes are becoming an increasingly important solution to changing market demands. By repurposing existing buildings, developers can reduce waste, retain local character, and deliver much-needed housing more efficiently than traditional new-build schemes.

In this case, Armada Property identified the opportunity to reimagine a tired hotel building and transform it into vibrant, functional homes. The vision was clear: create light-filled apartments with open-plan kitchen and living spaces, layouts that maximise views, and finishes that appeal to both owner-occupiers and the rental market.

Delivering this vision, however, required careful coordination, clear contractual frameworks, and proactive commercial management throughout the construction phase.

Our Role: Contract Administration and Commercial Support

SL Quantity Surveying (SW) Limited was appointed to provide contract administration and commercial management support for the project. Our role focused on ensuring that the contractual and financial aspects of the build were managed effectively, transparently, and in line with best practice.

From the outset, our priority was to put robust systems in place that would support Armada Property’s objectives while protecting all parties involved.

Our key areas of involvement included:

  • Drafting and administering subcontractor contracts

Clear, well-written subcontractor agreements are fundamental to successful project delivery. We prepared subcontractor contracts that clearly defined scope, responsibilities, payment terms, and risk allocation. This helped set expectations from day one, reduce ambiguity, and provide a solid contractual foundation for the works.

  • Payment notices and commercial control

Timely and accurate payment notices are critical to maintaining cash flow and positive working relationships on site. We administered the payment process in accordance with contractual and statutory requirements, ensuring valuations were properly assessed, notices issued on time, and payments managed fairly and transparently.

  • Issuing site instructions and maintaining records

As the project progressed, site instructions were issued to manage changes, clarify requirements, and maintain alignment with the design and programme. Maintaining a clear audit trail of instructions and decisions helped minimise disputes and supported effective cost control.

  • Ongoing contract administration support

Throughout the build, we worked closely with Armada Property and the wider project team to administer the contract, respond to issues as they arose, and provide commercial clarity. Our proactive approach ensured that potential risks were identified early and addressed before they could escalate.

Supporting Quality and Programme Delivery

Hotels to Homes projects often come with unique challenges, particularly when working within the constraints of an existing structure. Unforeseen conditions, design development, and coordination of trades can all impact programme and cost if not carefully managed.

By providing consistent contract administration and commercial oversight, we helped create an environment where issues could be addressed collaboratively and decisions made with a clear understanding of their contractual and financial implications. This allowed the contractor to focus on delivering quality workmanship, while Armada Property retained confidence that the project was being managed in a controlled and professional manner.

A Development Designed for Modern Living

The completed apartments reflect Armada Property’s commitment to quality and thoughtful design. The **open-plan kitchen and living areas** create flexible, contemporary spaces that suit modern lifestyles, while large openings and considered layouts make the most of natural light and the stunning coastal views.

Set against the backdrop of rolling hills and overlooking the bay, the development offers residents a balance of tranquillity and accessibility – a clear example of how adaptive reuse can deliver homes that people genuinely want to live in.

Collaboration at the Heart of Success

Projects like this succeed because of strong collaboration between client, contractor, consultants, and supply chain. We value the opportunity to work alongside developers such as Armada Property, who recognise the importance of early and ongoing commercial support.

By embedding ourselves within the project team and acting as a trusted advisor, we were able to add value beyond pure compliance – helping to smooth processes, maintain momentum, and support informed decision-making throughout the build.

Proud to Support Regeneration in Devon

As a South West–based practice, SL Quantity Surveying (SW) Limited is passionate about supporting developments that enhance the region. Hotels to Homes schemes play a vital role in meeting housing demand while making positive use of existing buildings, and we are proud to have contributed to one of Devon’s standout examples.

We would like to thank Armada Property UK for the opportunity to be involved in this project and for their collaborative approach throughout. It has been a pleasure to support a scheme that demonstrates the power of thoughtful regeneration backed by strong commercial management.
